Why isn't 'lamb's tail' a "declared noxious weed" ?

Why isn't 'lamb's tail' a "declared noxious weed" ?

Hi all, I'm surprised that, at least in Victoria, 'Lamb's tail' (AKA madeira / Anredera condifolia) is not a declared noxious weed. Why would this be so, given it's extremely invasive and prolific ? Who decides what gets put on the list; can plants be 'nominated' for it ?!? This would be top of my list.
