Abelia - long shoots out of the middle!

Abelia - long shoots out of the middle!

I planted a couple of Abelias about 18 months ago. They are supposed to form a screen from one of our neighbours.
This is the end of their second season having been planted in October 2015. The problem I have is that both of them have a large number - up to a dozen on each - of large canes which have just shot up out of the middle of the plant. The shoots are straight and about 1.6m tall! The rest of the plant is only at about 30-40cm height and looks normal though it's natural growth is arching sideways. What am I supposed to do with these long canes? The natural temptation is to want to cut them out at the base but I'm worried if I do that they will just shoot back up. They make the plant look ridiculous and make me regret choosing them in the first place.

I've done a bit of googling on the problem and I've seen this is a fairly common thingwith the abelia but I can't find anywhere information on what is the best way to handle the problem.

My inclination would be to cut them off, but leave a few nodeson each stem for them to branch from.
