Help ID this pest on rose plant

Hi all.
Plant: Iceberg Rose
Location: Sydney, full sun, well drained.
This covering of very tiny white pests has returned despite my best efforts to brush them off, use scale oil, and pyrethrum/rose-shield etc.
It starts in winter after pruning and is very persistent, they occupy the older stems mostly and not so much the new green growth.
It looks like there are 2 forms of it: the larger, flatter and circular ones which look like a flat type of scale (i presume they are adults),
and then much smaller and more numerous cigar shaped ones which I presume are the larvae/infants.
The smaller cigar shaped ones appeared first then the larger flatter ones.
Any tips on what it is and how I can get rid of it?

Try white oil.
