Disease ID - ruined entire leafy veggie garden

Can someone please identify this awful spotted disease or pest which has attacked everything in my veggie garden? All leafy plants have been affected, except lettuce, and pretty much every leaf over the course of 1 month. Plants include rainbow silverbeet, spinach, beetroot, and capcicums which have now completely died (maybe unrelated).

It doesn’t appear to be a bug, as the leaf surface is flat (ie not a scale bug). I am planning to destroy all the plants but don’t want to replant until I know it won’t reoccur... ever knowledable Bunnings (ha) think scale but yeah I disagree.

Located in Brisbane. New soil was bought in, with new plants, about 2 months ago.

possibly a leaf spot like Cercospora or Pseudomonas. https://www.ag.ndsu.edu/publications/crops/comparison-of-cercospora-and-bacterial-leaf-spots-on-sugar-beet has comparison pics.
