Scarlet runner beans

I've had a bumper crop of scarlet runners this year, but the pods are now getting fibrous and tough.

Leads me to a couple of questions:

1. I've heard that when the pod starts bulging with the bean and isnt nice and tender anymore, the pod can be shelled and the bean eaten by itself. Has anyone tried this? Does it taste good or am I better off not bothering with the labor? I understand the uncooked beans have a poison in them and so some care is required.

2. The plant is a perennial... so I assume that I need to cut it back to ground level at some stage. At what time of the year is best for doing this?
