Garlic hill soil or mulch or not

Hi, growing garlic for the first time ever. They are going well, but I've got a question. Some bulbs are becoming exposed. Wondering if garlic should have soil hilled around it like leeks (note Perth sandy soil), or keep the bulb exposed, or mulch around? thanks

I would cover the bulb itself and add some mulch. Do not cover the stalk to much or you will rot it off.
