Having lived in WA myself I know what you mean by sandy soil. I to had raised vegie beds and I filled them with a good mix of sugar cane mulch sheep poo and good quality soil mix which I bought from a garden supplier I think I bought around 2 cubic mtrs in all but did get good results. As for plants in that type of mix you will be able to grow just about anything you like. Lettuce, snow peas, Radish, any thing you want. As for the tomatoes not sure where you could get them from but give Diggers a try they specialize in seeds.

I think you will find unless it has changed recently that Diggers can send seeds to WA. Granted they are limited in what they can send but it would be worth your while to contact them and find out if you can get seeds. I gave my girlfriend a membership to Diggers last year for Xmas and she has received quite a few seeds from Diggers since.
