Are those buds, or finished flowers stalks?

Maybe a Metrosideros?

Always harder to tell from photos but that one looks like Murraya Paniculata to me IMHO.

That was my first thought but it was the flower buds? that made me wonder.
My NZ Christmas tree had ones just like the photo.

I think they are finished flower stalks, looks ok to me for a Murraya. Looks like it's your call bushranger.
