Tiny white flying insect

Are they white flies? They started on my hibiscus, leaving a black soot like covering on the leaves. Tried hosing off.....now they are taking over the garden. On all hibiscuses, frangipani's, and loving all the new plants I just put in on the weekend. To spray, or not to spray? This is the question.

I'd always read that yellow sticky traps were very effective CB but it concerns me that other, possibly beneficial, creatures can also get stuck to them.
