No it definitely is not an African Tulip........ Does look a bit like a Tulipwood but not 100% on that.

I'm not sure what it is, but do yourself a favour and keep all that lower growth cleaned off. At least from the angle shown, it looks as though it could be a bit of a hazard for getting out of your driveway otherwise.
